They have begun the work of capturing the claims that denied incorrectly. Once they have identified them, they can reprocess them. This is what I have been told.<br style="box-sizing: border-box;" />MAPPO cannot reprocess the claims until the system has been updated. After the April 30th implementation date, they must run tests to ensure the configuration was successful. There is not a specific date of reprocessing the claims but it will start as soon as testing is completed. That may take 30 days but cannot confirm since it is dependent on the success of the testing. Additionally, we discussed new claims following the "fix". Those claims will be processed as received, not after the reprocessing of denied claims."<br style="box-sizing: border-box;" /><br style="box-sizing: border-box;" />Many providers have stated they didn't see or struggled to find the alert on Availity. Here is what BCBSM sent me:<br style="box-sizing: border-box;" /><span style="box-sizing: border-box; font-weight: 700;">"Once the provider is in the Blue Cross payer space and has selected Resources, they should be able to scroll down to Secure Provider Resources (Blue Cross and BCN). Just under the Provider Resources banner on the next page, they will find Alerts next to Home on the top left. If they select all in the Alerts drop-down menu, the page that opens will allow them to filter by line of business, in this case Medicare Plus Blue."</span></span></span></div>]]></description>

                    loan regulations that would strip many advanced health care degrees of their “professional” designation.</span>

                <p style="margin-bottom: 12pt; line-height: 24px;"><span style="border: 0px; font: inherit; margin: 0px; padding: 0px; vertical-align: baseline; color: black;">The ED’s Reimagining and Improving Student Education’s (RISE) draft rule would make students in numerous clinical and behavioral health programs ineligible for the level of financial support historically available to them. Affected fields include advanced practice nursing, physical and occupational therapy, speech-language pathology, social work, physician assistant programs and other licensed professions.</span></p>
                <p style="margin-bottom: 12pt; line-height: 24px;"><span style="border: 0px; font: inherit; margin: 0px; padding: 0px; vertical-align: baseline; color: black;">“Michigan depends on competent, well-trained health care professionals, and we should not adopt changes that limit access to the degrees that make that possible,”&nbsp;<strong><span style="border: 0px; font: inherit; margin: 0px; padding: 0px; vertical-align: baseline; color: inherit;">Rogers</span></strong>&nbsp;said.
                    “These programs provide rigorous professional training and have long been recognized as such. Preserving that designation ensures students can continue to access the financial aid they need to pursue these critical careers. Their education
                    and licensure prepare them for complex, high-responsibility work, and our policies should continue to honor that reality.”</span>

Pfalzer, a cherished physical therapist and leader within APTA Michigan, APTA Oncology, and the broader physical therapy and exercise science community. Dr. Pfalzer has left a legacy of scholarship, leadership, mentorship, and unwavering dedication to advancing the profession she loved.</span></p><p style="color: #242424; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 16px;"><span style="font-family: Roboto;">A graduate of Ithaca College’s Physical Therapy Program in 1979, Dr. Pfalzer went on to earn a Master’s degree in Cardiac Rehabilitation and Adult Fitness from The Ohio State University in 1984, followed by a PhD in Exercise Physiology in 1989. Her academic training served as the foundation for a career marked by excellence, innovation, and service.</span></span></p><p style="color: #242424; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 16px;"><span style="font-family: Roboto;">Dr. Pfalzer’s contributions to physical therapy are immeasurable. A Catherine Worthingham Fellow of the American Physical Therapy Association and Fellow of the American College of Sports Medicine, she exemplified excellence in clinical practice, education, and research. She was instrumental in establishing oncology rehabilitation as a recognized and essential specialty within the profession and continued to serve as an onsite reviewer for oncology physical therapy residency programs. During her distinguished academic career, she authored dozens of peer-reviewed papers and book chapters and delivered more than 150 scientific and professional presentations worldwide. Under her leadership of the post-professional certificate and residency programs, she facilitated the development of residencies in orthopedics, cardiopulmonary, neurology, and pediatrics across southeast Michigan—expanding high-quality professional development for countless clinicians. Beyond physical therapy, she contributed significantly at the school, college, and university levels, including service in senior leadership roles. The purpose of this meeting is to offer providers an opportunity to discuss Fee-for Service (FFS) Medicaid policy concerns and issues. </p><p>The intent of this meeting is to provide program updates and discuss therapy service issues sent in by physical, occupational, and speech-language pathology providers. </p><p>This meeting is scheduled for Tuesday, July 15, 2025, from 12:00 p.m. to 1:30 p.m. via telephone and Microsoft Teams. </p><p>Interested providers will be notified of the call-in or Microsoft Teams conference details prior to the meeting. This important legislation would enable Michigan physical therapists to obtain multistate licensure to practice physical therapy in other states that also participate in the compact without having to obtain a separate license in each individual state. &nbsp;</span></p><p style="margin: 0in; font-size: 12pt; font-family: 'Times New Roman', serif; border: none;"><span style="font-family: 'Helvetica Neue';">&nbsp;</span></p><p style="margin: 0in; font-size: 12pt; font-family: 'Times New Roman', serif; border: none;"><span style="font-family: 'Helvetica Neue';">The legislation helps facilitate the interstate practice of physical therapy with the goal of improving access to healthcare. The bills also allow the state to preserve its regulatory authority and protect the health and safety of residents through current systems of state licensure. The interstate practice of physical therapy makes it easier for physical therapy providers in Michigan to ensure the physical therapy needs of rural and underserved areas are met and to maintain continuity of care for their patients living and travelling outside of Michigan through telehealth. <title>APTA Michigan President Brian Gilbert Update on Chapter Backed Legislation</title>

SB 668 needed one final vote by the entire House of Representatives before it could have been presented to the Governor for signature. As has been widely reported over the last several days, the Michigan House was at a standstill because one member boycotted attending session until agreement on a number of her key priorities could be reached. The House needs 56 members to vote on any legislation and with one Democratic member abstaining from session and the entire Republican caucus boycotting session as well (they wanted proposals to amend the minimum wage/tip credit and paid sick leave legislation addressed) there were an insufficient number of members present to pass legislation. The House has adjourned until December 31. APTA-MI, Representative Julie Rogers and APTA-MI’s lobbyist were aggressively advocating for passage of this legislation throughout the entire process. Months of negotiations were invested in crafting a final product that passed the Senate 38-0 and passed out of the House Health Policy with bipartisan support. Political disarray killed a significant number of bills that needed a final House vote and unfortunately SB 668 was simply part of the collateral damage. Also among the 200+ important bills that were supposed to be addressed during the lame duck session were the bills that would allow Michigan to joint the PT Licensure Compact. Unfortunately, all of the bills awaiting action will now need to be re-introduced in the 2025-2026 legislative session.</span></p><p style="color: #242424; background-color: #ffffff; padding: 0px; font-size: 12pt; font-family: Aptos, sans-serif; letter-spacing: normal;"><span style="font-family: Roboto;"><span style="color: inherit; padding: 0px; font-weight: inherit; font-stretch: inherit; font-style: inherit; font-variant: inherit; border: 0px; line-height: inherit;">Representative Julie Rogers deserves our heartfelt appreciation and gratitude for her hard work and passion in advocating for SB 668. She was a tremendous advocate. Most individuals don't understand the work that goes on behind the scenes, and I can speak for the work that Representative Julie Rogers has done, most of which will go unnoticed and unappreciated. <title>Update BCBSM Proposed Policy MPPR</title>

<description><![CDATA[<p style="margin: 0in; font-size: 12pt; font-family: Calibri, sans-serif;">Update BCBSM Proposed Policy MPPR</p><p style="margin: 0in; font-size: 12pt; font-family: Calibri, sans-serif;">&nbsp;</p><p style="margin: 0in; font-size: 12pt; font-family: Calibri, sans-serif;"><span style="font-family: 'Times New Roman', serif;">The October Record announced the implementation of proposed Multiple Therapy Services/Therapy Pay Percent reduction (MPPR) policy effective 3/1/2025.&nbsp; </span><span style="font-family: 'Times New Roman', serif;">BCBSM will apply “a reduction in reimbursement for the practice expense portions of therapy procedures when those services are the secondary or subsequent procedures provided on a single date of service”.&nbsp; APTA MI, working with APTA National along with hundreds of physical therapists and provider groups, responded with a letter writing campaign to BCBSM. These collaborative letters cited this </span><span style="font-family: 'Times New Roman', serif;">reduction as flawed and inappropriate as well as devastating to the survival of both independent providers to large corporations.&nbsp; We asked that BCBSM recognize the value of this profession, ensure continued access to care for their members, and provide appropriate payment for these services. Additionally, it was unclear who this policy would affect—just “Facilities” or “Professionals” indicating all provider types. &nbsp;Although APTA Michigan asked for clarification from BCBSM as to timing of implementation and provider type, we did not receive a response.
